Supreme Court Given Much Needed Relief To The People Of Shimla- Naresh Chauhan

Shimla, 11th January, 2024. Welcoming the Apex Court’s decision of setting aside the National Green Tribunal’s Orders on Shimla Planning Area and other two subsequent orders restraining implementation of Shimla Development plan, Principal Advisor (Media) to the Chief Minister, Naresh Chauhan while addressing media persons here today said that it was due to the concerted efforts of the present State Government, that the case was effectively plead before the Supreme Court against the blanket ban on carrying out the development activities and the constructions in Shimla.

He said that the Shimla Development Plan was notified by the present Government in March 2023 with a new Blue print for construction activities in Shimla Planning Areas wherein it was argued that the NGT has exceeded its Jurisdiction not in its ambit.

It is pertinent to mention here that the Supreme Court ordered transfer of a pending case in the Himachal Pradesh High Court that challenged the National Green Tribunal’s (NGT) recent decision of quashing the controversial Shimla Development Plan-2041 to be heard in Supreme Court.

“Today the Judgment of the Supreme court has given much needed relief to the people of Shimla to carry out development activities which were in limbo since past many years”, he said.

Naresh Chauhan credited the victory to the consistent efforts of Chief Minister Thakur Sukhvinder Singh Sukhu, who, he said hired experienced lawyers for arguing the case.

He also lauded the Supreme Court’s decision which stated that the exercise of power for finalizing the development plan rests with the State Government and the NGT can’t issue direction and encroach upon the statutory functions of the State.

He also welcomed the Chief minister’s decision of strengthening the health Infrastructure in the State.

Chauhan said that the State Government was committed for providing quality health services to the people of the State at their very doorsteps and the direction to initiate a Health Information Management System (HIMS) in a time bound manner in all the health institutions in the State will help the doctors to know the history of a patient in a single click.

He said that to reach to the rural population and address their concerns relating to health services, the Government, as of now has deputed six specialist doctors in 35 ‘Adarsh Swasthya Sansthans’, i.e. one in each constituency, and mulls to depute the specialists in  Swasthya Sansthans in left out 33 constituencies soon so that the people of rural areas could be benefitted from it.

He said that to further facilitate the people the PET Scan machine will soon be installed in two medical colleges in the first phase as people have to go for the scan in neighbouring states at present spending a huge amount on the same.
