CM Sukhu Launches ‘City Limits’ in Shimla; Calls for Urgent Introspection on Unregulated Urbanisation and Rising Disaster Risks in Hill Towns

Policymakers, legal experts, and intellectuals gather at Gaiety Theatre for the book launch edited by former Deputy Mayor Tikender Panwar; CM highlights ₹1,545 crore mega projects for Shimla’s transformation.

SHIMLA: In a prestigious policy discussion and book launch ceremony organized at the historic Gaiety Theatre, Chief Minister Thakur Sukhvinder Singh Sukhu officially released the book ‘City Limits – The Crisis of Urbanisation’, edited by Tikender Singh Panwar, renowned environmentalist and former Deputy Mayor of Shimla Municipal Corporation.

Organized in collaboration with the Himalayan Sports and Cultural Youth Society, Shimla, the event brought together top policymakers, environmentalists, legal luminaries, and intellectuals to address the compounding environmental crises and unplanned growth plaguing Himalayan urban centers.



🌲 “Shimla Has Changed Since My Childhood, We Must Act Now” — Chief Minister

Addressing the gathering, Chief Minister Sukhvinder Singh Sukhu emphasized that nature has bestowed Himachal Pradesh with invaluable gifts of clean air and water, the preservation of which is a collective responsibility. Reflecting on his personal journey, the Chief Minister shared his concerns over the rapid transformation of the state capital.

The Chief Minister noted:-

“I have seen Shimla change right before my eyes since my childhood. Areas that were once covered with dense, pristine forests are now dominated by concrete multi-story buildings. The carrying capacity of our hills is under severe strain. It is time to move away from haphazard construction and adopt vertical expansion backed by a strict scientific approach.”

⚠️ A Stark Warning on the Rising Frequency of Cloudbursts

Highlighting the visible impacts of environmental imbalance, the Chief Minister issued a stern warning. He pointed out that Himachal Pradesh has endured two massive natural disasters over the past three years. He noted that cloudbursts are no longer restricted to high-altitude zones but are increasingly striking lower valleys, causing unprecedented damage.

CM Sukhu revealed:-

“During a recent high-level meeting with the Union Home Minister, I raised this critical issue. The climate crisis is expanding; this is not just Himachal’s problem. In the coming years, states across Uttarakhand and the Northeast will face similar escalated risks. We need immediate, collaborative scientific research to mitigate these disasters.”

He further urged both tourists and local residents to practice civic responsibility, pointing out that purchasing multiple vehicles without dedicated parking spaces and the subsequent gridlocks during school hours reflect a pressing need for individual introspection.


🏗️ Transforming Shimla: ₹1,545 Crore Infrastructure Pipeline

The Chief Minister reiterated that the state government is fully committed to modernizing Shimla without compromising its fragile ecology. He outlined major ongoing and upcoming sustainable projects:

  • Underground Duct System: To restore the aesthetic appeal of the queen of hills, overhead electricity wires are being moved underground through a dedicated duct system worth ₹145 crore.

  • Modern Subzi Mandi Complex: The existing vegetable market area is undergoing a complete overhaul, being developed into a state-of-the-art urban commercial complex with an investment of ₹600 crore.

  • 24/7 Water Supply Scheme: To permanently resolve water scarcity for residents and tourists, a massive ₹800 crore continuous water supply project is being executed.

  • Additionally, an underpass near the Lift area is proposed, and land acquisition is underway to widen the Circular Road. The government is also planning eco-friendly satellite townships, including ‘Him-Chandigarh’, ‘Him-Panchkula’, and an ‘Aero City’ in Kangra to de-congest older city centers.


📚 The Essence of ‘City Limits’: Tikender Panwar

Elaborating on the core thesis of the book, editor Tikender Singh Panwar stated that by the year 2040, nearly 50% of Himachal’s population will reside in urban areas. He cautioned that urban planning standards designed for plain terrains cannot be copy-pasted onto the fragile and seismically active Himalayan landscape. The book does not claim to offer ready-made fixes but aims to ignite a democratic, public discourse on climate-sensitive urban development.

⚖️ “Institutional Accountability is the Need of the Hour” — Justice Chauhan

Speaking as a distinguished guest, Justice Tarlok Singh Chauhan, former Chief Justice of the Jharkhand High Court, remarked that urbanisation is not merely a demographic shift but a restructuring of society. He observed that administrative and planning institutions have largely failed to keep pace with rapid urban migration, adding that the poorest segments of society inevitably pay the heaviest price for these planning failures. He called for stringent institutional accountability to rectify these systemic flaws.


Dignitaries Present: The historic launch was attended by Shimla Mayor Surinder Chauhan, Principal Media Advisor to the CM Naresh Chauhan, Secretary Education Rakesh Kanwar, Director General of Home Guards Satwant Atwal, The Tribune Bureau Chief Pratibha Chauhan, alongside several national and international urban planners, scholars, and prominent citizens.
